Consider an economy where three groups (with an equal negotiation power) Politicians (P), Citizens (C) and the Management of an Airport (M) decide about two issues: the night-flight ban for take-offs and landings between 23:00 and 05:00 and new investments in the airport. The following table shows the payoffs of all three groups:
A night-flight ban delivers a positive utility to the citizens due to the decreased aircraft-noise pollution. However, it decreases the international competitiveness of the airport and, thus, lowers the utility of the Airport Management. This, in turn, results in utility losses for the politicians because they lose the political support of the Airport Management.
New investments increase the airport’s benefits, consequently, raise the noise pollution and lower the citizen’s net utility. In this case politicians lose their social image and the political support of the citizens. |
